Project story

In 2012 Highways England appointed Mace to provide project management support to help improve one of the country’s most notoriously congested roads.

The A14 is a 130-mile link between the Midlands and the east coast of England. It serves some of the country’s fastest growing towns, but its congestion is impeding local and national growth.

Mace is providing project management and leadership to an integrated team during the planning, design and construction of a new 21-mile stretch of road between Cambridge and Huntingdon. It’s the first time Highways England has used this collaborative approach and it has set a benchmark for the speed and efficiency of developing schemes of this scale.

The scheme includes a 12-mile bypass, crossing the River Great Ouse and East Coast Main Line railway, which will divert traffic away from Huntingdon. The existing A14 carriageway around Cambridge will also be widened.

We have looked at employment, the environment, and the local economy to ensure investment into the A14 creates both positive and lasting social and economic impacts. We shaped the plans following public consultations and submitted the development consent order – receiving approval from the Secretary of State for Transport in record time.

We successfully delivered the biggest highways development consent order application in half the usual time by having a highly experienced team that anticipated and mitigated the challenges that would normally occur.

Managing complex communication

The scheme affects over 2,000 plots of land and we have actively managed the process of finding and liaising with all those with associated interests as part of the consultation process.

To achieve our accelerated programme, we had to prioritise and understand our key stakeholders. We set up a rigorous process for stakeholder mapping and analysis, along with a supporting communications and engagement strategy to manage our relationships with them.
